About Library Building Specialist

  Job Description

  GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES

  Specializes in providing public library building consulting and technical assistance throughout Massachusetts. Assists library staff, trustees, building committee members, and local officials to assess the need for new or renovated facilities. Works closely with these public libraries during the initial planning and design phase. Serves as a liaison from the Board of Library Commissioners to these projects as they prepare grant applications, work with their architects, prepare bid documents, and proceed through the construction and occupancy phases.

  Works closely with professional staff outside the construction team to assure that technical assistance provided by those individuals in the areas of contract management, design, technology, presentation, and public library consulting are consistent with the construction program. Major work contacts are the agency staff and board, library administrators, library trustees, public officials, architects, consultants, other construction professionals, and the general public.

  Travel and the ability to operate a motor vehicle are required in the performance of assigned duties. Attendance at evening and weekend meetings on a regular basis is necessary in carrying out duties as described.

  DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

  • Works with MBLC management and Board liaisons to review and update regulations and program compliance and to develop strategies and information to further the goals of MPLCP.

  • Works in collaboration with librarians, library trustees and supporters, municipal officials, and others in their efforts to make major library facility improvements through the MPLCP and its resources and services.

  • Conducts site visits to evaluate and assess the viability of existing facility conditions and to recommend actions the library may take to remedy problems.

  • Develops and conducts workshops and training sessions on such topics as library design principles, preparing a library building program, launching capital campaigns, and preparing MPLCP applications.

  • Interprets MPLCP grant regulations, guidelines, and requirements for potential grantees and recipients of MPLCP funds.

  • Evaluates grant applications for compliance with MPLCP criteria, coordinates independent review of applications, and provides reviewer feedback to applicants.

  • Provides grant recipients guidance for grant administration.

  • Works with design teams from conceptual, schematic, and design development through construction documents and all phases of the construction process.

  • Monitors grant funded projects for fulfillment of grant requirements, such as meeting building program goals and objectives, compliance with MPLCP regulations and procedures, and meeting grant contract terms.

  • Researches and compiles information for use in related background papers, reports, and other communications

  • Writes reports and correspondence, and creates spreadsheets.

  • Maintains records, and prepares reports and correspondence.

  • Develops working relationships with architects, owner project managers, consultants, and others related to library building projects.

  • Participates in staff meetings and professional groups.

  • Performs related duties as assigned.

  QUALIFICATIONS REQUIRED AT HIRE (List knowledges, skills, abilities)

  • Knowledge, acquired through work experience, of administration, organization, and operation of public libraries.

  • Knowledge, gained through direct experience, with library building projects, library building programs, and the physical design and layout of a library.

  • Knowledge, acquired through work experience, of library space planning trends and issues.

  • Knowledge, gained through work experience, of planning, setting goals and objectives, and formulating corresponding activities and evaluative criteria.

  • Knowledge, acquired through work experience, of public library issues. Examples of issues include raising public and political awareness, managing under fiscal constraints, raising funds, adapting new and updated technology, and maintaining and operating facilities.

  • Ability to organize and prioritize workload and projects.

  • Ability to analyze and interpret data and information.

  • Strong verbal and written communication skills. The ability to clearly communicate complex data-related issues to a wide range of employees, business, and technical stakeholders, leaders at various levels, and technical and non-technical customers.

  • Ability to prepare clear, sound, accurate and informative reports and financial documentation using word processing and spreadsheet software.

  • Ability to plan, organize, and lead workshops.

  • Ability to assimilate local requirements, federal and state laws, and rules and regulations and relate them to public libraries and their local situations, conditions, and governments.

  • Ability to work effectively with individuals and groups and to establish liaisons with other organizations.

  • Ability to work with project managers and architects.

  • Ability to deal tactfully with others.

  • Ability to exercise discretion in handling confidential information.

  • Ability to establish and maintain cooperative and harmonious working relationships.

  • Ability to self-motivate and motivate others.

  • Ability to exercise sound judgment.

  • Ability to adjust to changing situations.

  • Ability to operate a motor vehicle.

  QUALIFICATIONS ACQUIRED ON JOB (List knowledges, skills, abilities)

  • Knowledge of federal and state laws, rules, and regulations as they relate to public library construction.

  • Ability to understand, interpret, and explain MPLCP regulations, procedures, and other related laws, rules, regulations, policies, procedures, and guidelines.

  • Familiarity with work of architects and project managers with MPLCP experience.

  • Knowledge of issues relating to Massachusetts libraries and their management.

  • Knowledge of past MPLCP projects, grant programs, and project types.

  • Knowledge of the grant management portal, including managing projects' progress and creating reports.

  • Awareness of principles underlying Affirmative Action and Equal Opportunity goals, programs, and objectives.

  The goals of the MBLC are to

  • maintain and strengthen the Commonwealth's free public libraries,

  • provide statewide and regional programs for the improvement of library services provided by libraries of all types,

  • support resource sharing, online access, and the utilization of technology by libraries, and

  • provide specialized library services to blind and physically handicapped residents.

  Qualifications

  First consideration will be given to those applicants that apply within the first 14 days.

  MINIMUM ENTRANCE REQUIRMENTS

  Applicants must have at least

  • A Master's Degree in Library Science or Library Information Science from an American Library Association-accredited graduate program.

  • 4 years full-time, or equivalent part-time, professional experience in libraries,

  or

  • Any equivalent combination of the required experience and substitutions below.

  • Substitutions

  o A bachelor's degree from an accredited program with at least three years' experience working in library design/construction may be substituted for the Master's degree in library science.

  o Every two years of library design/construction experience may be substituted for one year of the required experience working in a library.

  • Preferred Requirements

  • Management experience including direct experience with one or more public library building projects, physical design and layout of libraries, development of library building programs, and general library planning.

  • Experience with grant administration.

  6. LICENSE AND/OR CERTIFICATION REQUIRMENTS

  Possession of a current and valid Massachusetts Motor Vehicle Operator's License is required.
