NEOM Project Summary:Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.
NEOM is a planned cross-border city in the Tabuk Province of Northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea.
NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in ground-breaking ways.

Position Duties/ResponsibilitiesThe NEOM Lead Survey Engineer’s duties include, but are not limited to, the following:
Leads the oversight of survey works by subcontract surveyors for one or more given area(s), coordinating all Survey activities, manage Survey Subcontract and resources
Oversees the implementation of the Survey Quality Control Plan and survey field inspection process
Reviews Contractor execution plans and monitors compliance
Reviews Contractor submitted survey related technical documents
Participates in survey related Contract meetings
Supports the survey team’s implementation of the project safety, quality, and environmental programs
Oversees the verification and maintenance of the project’s survey control network
Directs and/or performs survey quality inspections and audits on Contractor performed surveys and installations
Supervises inspection survey crews and/or sub-contracted survey crews, including verification of survey crews’ control points and the accurate layout of construction work, the development, recordation, and management of survey data according to job specifications and appropriate methods of performing survey activities
Witnesses or oversees Calibration Baseline checks of survey instruments
Oversees the checking of survey computations as required in the performance of duties
Oversees the Contractor’s support of the implementation of heavy equipment Machine Control technology
Oversees the Contractor’s implementation of 3D Laser Scanning technology
Oversees the Contractor’s UAV/Drone program
Oversees and/or checks survey control network least squares adjustment computations as required in the performance of duties
Oversees the preparation of survey CAD drawings as required in the performance of duties, including generation of Digital Terrain Models (DTM) and volumes computations
Oversees Civil project completion documentation including "As-Built" records
Oversees or supervises the implementation of the survey training program
Maintains an accurate asset inventory of survey equipment and software, if any
Basic Qualifications:A recognized bachelor’s or master’s degree in Surveying/Geomatics or Civil/Structural or any discipline in Engineering (or international equivalent)
Minimum 15 years of professional experience, or 20 years of relevant experience in lieu of a degree
Prior heavy construction/industrial surveying experience and knowledge of functions related to a broad range of heavy construction surveying activities, including earthwork and roadworks, excavation, concrete, structural steel, mechanical, and piping, etc. installation layout and verification
Demonstrated ability to monitor and provide oversight for Contractor survey teams, including ability to provide intervention, coaching and Contractor performance feedback
Demonstrated ability to work in a team-based environment, able to formulate a working relationship with survey team members, other departments, contractors, and survey functional management
Demonstrated ability to maintain a safe work ethic and work environment at all times
Displays effective communications skills crucial to motivating team members and presenting plans in a clear and concise manner
Excellent problem-solving ability
Experience working on multiple work fronts
Advanced knowledge in the use of modern survey equipment including Robotic Total Stations, Digital Levels and GNSS survey systems
Basic knowledge in the use of scanners, drones and ground penetrating radar, Familiarity with heavy equipment Machine Control technology
Ability to oversee survey CADD operators and familiarity with digital data work processes, Intermediate level use of Microsoft Word and Excel
Ability to work under time constraints and must be adaptable to changing conditions
Ability to work with minimal supervision
Knowledge of international standards and specification and codes as applicable, including various Safety procedures and practices associated with construction and surveying
Knowledge and experience in the implementation of ES&H and quality management systems
Must be able to demonstrate good communication and interpersonal skills to maintain a positive work environment between all parties including the client, contractors, and other stakeholders throughout the project life cycle
General awareness of environmental laws
Awareness of government compliance standards
PREFERRED SKILLS:Prior Infrastructure GBU experience
Experience in KSA / Middle East / GCC is preferred
Tunnel construction experience a plus
