  Job Description

  GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES

  Provides advisory services to public libraries; manages the agency's State Aid to Public Libraries and public library statistics programs; manages the construction team; manages the agency's Data Analyst/IT Support Specialist; serves as manager for programs which support blind, print disabled, and physically disabled populations; serves as member of Agency management team.

  This is a hybrid position with the home base at the MBLC Office in Boston. Regular travel in the state and occasional travel out of the state is necessary. Attendance at evening and weekend meetings on an occasional basis is necessary in carrying out duties as described.

  DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

  Directs State Aid, Construction, and Data/Technology (including agency's data visualization activities) unit by developing, recommending, and implementing regulations, statutes, policies, and priorities consistent with policies established by the Director and the Board. Determines the resources necessary to implement such policies in order to increase the efficiency and effectiveness of BLC operations.Recommends program priorities by evaluating the information needs of library users, the ability of libraries and related library entities to meet those needs, and the availability of human, fiscal, and equipment resources needed to effectively implement agency policy.Provides advisory services to public libraries regarding issues under the purview of the State Programs unit, including guidance on State Aid to Public Libraries program requirements. Coordinates the waiver process for the minimum funding requirement.Evaluates the efficiency of administrative operations by reviewing written reports and agency statistical data, legislative proposals, and reviewing existing statute and regulations in order to determine what improvements are needed.Performs personnel functions for the State Programs Unit by interviewing, selecting, and providing training for new staff, by evaluating subordinates' performance; by hearing and resolving employee grievances; and by determining the need for and initiating disciplinary action in order to ensure adequate and competent staffing.Performs related duties such as addressing members of the General Court, municipal officials and library officials on agency programs and policies, preparing reports and correspondence, and maintaining liaison with representatives of other agencies.Serves as agency liaison for the Perkins Talking Book Program and the Worcester Talking Book program. Attends related meetings (for example, advisory boards), reviews and approves reports, etc.Other duties as assigned.

  QUALIFICATIONS REQUIRED AT HIRE (List knowledges, skills, abilities)

  Ability to provide supervision, determine staff training needs, motivate staff to work effectively, evaluate performance, and determine need for disciplinary action, including proven leadership, team building and conflict resolution capability.Ability to work independently, organize work efficiently, respond promptly and appropriately to changing needs and multiple demands.Proven ability to communicate effectively, run meetings, and present in both oral and written format.Excellent analytical, organizational, interpersonal, verbal, and written communication skills.Highly analytical and strong problem solver.Have a high willingness to learn new subject matter, skills, and technologies and to stay current on new technologies.Ability to analyze and determine applicability of program data, draw conclusions, and make appropriate recommendations. Ability to understand, explain, and apply the laws, regulations, policies, procedures, standards, and guidelines governing the agency and unit activities.Knowledge of and ability in general, statistical, and technical report writing.Strong interpersonal and team skills.Willingness to work occasional varied shifts and/or irregular hours.Willingness and ability to occasionally travel for job-related purposes.

  QUALIFICATIONS ACQUIRED ON JOB (List knowledges, skills, abilities)

  Knowledge of agency goals, objectives, and programs.Knowledge of state laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing Commonwealth agency operations.Knowledge of the organization of state and municipal government.Knowledge of state and municipal budgetary procedures. Knowledge of the types and uses of Agency forms.

  The goals of the MBLC are to

  • maintain and strengthen the Commonwealth's free public libraries,

  • provide statewide and regional programs for the improvement of library services provided by libraries of all types,

  • support resource sharing, online access, and the utilization of technology by libraries, and

  • provide specialized library services to blind and physically handicapped residents.

  Qualifications

   First consideration will be given to those applicants that apply within the first 14 days.

  Minimum Entrance Requirements:

  Applicants must have at least (A) five (5) years of full-time, or equivalent part-time, professional administrative, supervisory, or managerial experience in a public library, of which at least three (3) years must have been in a managerial or supervisory capacity; or (B) any equivalent combination of the required experience and the required substitutions below.

  I. A Bachelor's degree in library science may be substituted for a maximum of two years of the required experience on the basis of two years of education for one year of experience. *

  II. A Master's or higher degree in library science may be substituted for a maximum of three years of the required experience on the basis of two years of education for one year of experience.

  Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

  LICENSE AND/OR CERTIFICATION REQUIREMENTS

  Requires a valid driver's license and access to a motor vehicle for work-related travel.
