Position Description :
This position is to provide Geographic Information Systems (GIS), Global Positioning System (GPS) and environmental/GIS database management services in support of the Superfund Program at the FAA William J. Hughes Technical Center in Atlantic City, New Jersey. Duties include collection, storage, quality assurance, and analysis of spatial data, spatial data creation, maintenance, and development and providing general GIS Program support in a team environment.

No clearance requirement but the contract and/or the site requires US Citizenship to be approved for access. (includes NACI / T1, MRPT, CAC):
Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.
Tasks:
Performs geographic data digitizing, data development, data capture from satellite systems and tabular data integration into geospatial databases.
Maintains and updates base map data through integration of AutoCAD, survey and/or GPS data.
Creates geospatial databases and establishes database relationships to tabular RDBMS.
Supports GIS application development in ArcGIS and ArcGIS Server for desktop distribution.
Develops GIS application tools for use in GIS/GPS projects.
Works with chemical and analytical databases for integration into GIS database and applications.
Performs aerial photographic interpretation, registration, rectification or orthophotographic processing for mapping.
Performs data acquisition, data reformatting and application of GIS and image processing software in support of Center projects, activities, and issues.
Operates the Geographic Information System and all associated hardware and software to display the results of computer analysis by applying cartographic principles in the production of finished maps.
Provides hardware and software support for the Geographic Information System including training and assisting system users.
Conducts data file management including editing, merging, deletion, and additions.
L. Interacts with scientists and/or engineers regarding the procurement, preparation, and/or editing of geospatial and project related data.
Position Requirements: Must have graduated from an accredited college with a Bachelor's degree in computer science, environmental science or related field. **
**NOTE: A Master's or Doctoral degree in one of the above disciplines including or supplemented by the additional credits as shown may be substituted if the applicant holds a Bachelor's degree in another field. Applicants who do not possess the required education may substitute experience as indicated on a year-for-year basis.
Overall experience with GIS applications shall be 0 – 3 years.
Possess a working knowledge of computers having the ability to use computer operating systems including; logon, logoff, system editor, moving between directories, listing directory contents, copying and deleting files, report creation for printouts and is knowledgeable in common desktop applications (i.e. MS Excel, Access, database applications, word processing, etc).
Possess knowledge of geography and its applications to geographic information systems.
Possess knowledge of cartography including mathematics of scale and projection transformation.
Experience and familiarity in working with tabular databases.
Knowledge of GPS data capture and integration into GIS.
Knowledge of computerized data entry and formatting, database management and database utilization.
Knowledge of multiple phases of computer map preparation, digitization, data transmission and data reformatting.
Education/experience in the use of Esri, ArcGIS Desktop and ArcGIS Pro (preferred but not required) and advanced extensions including 3D Analyst, Spatial Analyst and Network Analyst (advanced extensions experience or education preferred but not required).
Experience and/or education in using Esri ArcGIS application packages and/or other GIS software on a Windows platform. Specifically the ability to perform the following:
Placement and interpretation of planimetric vector mapping data.
Placement and interpretation of elevation information.
Placement and interpretation of ground cover types.
Placement and interpretation of the relative positioning of existing and new buildings and infrastructure including the location of underground and aboveground storage tanks and related infrastructure.
Placement and interpretation of utilities as needed.
Digital aerial photographic interpretation and analyses.
Integration of raster imagery, GPS data and AutoCAD data into ArcGIS projects.
The ability to perform advanced 2D and 3D spatial analyses including but not limited to data modeling, overlay analyses, aerial photographic interpretation and analyses, and land use planning “what if” scenarios. Perform complete vector planimetric GIS database updates and maintenance
The ability to perform basic 2D and 3D spatial analyses including but not limited to data buffering, overlay analyses, aerial photographic interpretation and analyses, and land use planning “what if” scenarios
Experience and familiarity with Google Earth and KML data creation and manipulation.
The following qualifications are desired, but not required:
Experience in using GPS and GPS RTK field collection equipment and processing software products.
Familiarity with ESRI software package application development.
Knowledge of programming logic and familiarity with one or more common computer programming languages (i.e. Visual basic, C++, Fortran, etc.).
Knowledge of ArcGIS Server JavaScript API and web mapping application customizations utilizing the JavaScript API.
Knowledge of computerized data entry and formatting, database management and database utilization.
Ability to understand techniques of computer image processing and map categorization of remote sensing data from aircraft and earth satellites.
Knowledge and experience in working with chemical and analytical databases for integration into geospatial databases and applications.
Experience or education in high accuracy survey grade GPS equipment including but not limited to Real-time Kinematic (RTK) GPS hardware and software planning, installation and troubleshooting.
Experience or education with LiDAR data and terrestrial laser scanning technologies.
Experience or education in subsurface investigation with ground penetrating radar.
Experience and trained in Leica Geosystems ERDAS Imagine and Leica Photogrammetry Suite (LPS) software.
Must be able to demonstrate proficiency in the position requirements prior to selection.
