The General Manager Fleet Services will provide City-wide corporate leadership for the City's fleet and oversee the Fleet Services Division in the Corporate Services business group. The incumbent will manage the provision of responsive, flexible, efficient and comprehensive fleet services, with annual capital budget exceeding $1 billion. They will set multi-year work plans with annual benchmarks for staff, integrating Mayor/Council priorities and City strategic directions as well as providing strategic advice and guidance to the Mayor, relevant Standing Committees, Council and Task Forces.
KEY RESPONSIBILITIES
Sets the overall strategic direction and management for the Fleet Services Division establishing the vision, goals, objectives and priorities that align with Council priorities, strategic directions and the long-term fiscal plan. Ensures flexible and adaptable service planning to respond to changing priorities.
Provides strategic advice and guidance to the Mayor, relevant Standing Committees, Council and Task Forces comprised of internal and external stakeholders.
Serves role as Chair of the Fleet Management Centre of Excellence (Fleet Management Steering Committee) and leading and providing oversight on the City’s transition of fleet assets to zero emission.
Provides City-wide leadership in procurement strategic development through maintaining strong industry ties and relationships.
Provides leadership among peers through the municipal fleet working group put in place by the City of Toronto.
Working with industry partners, develops and evaluates solutions for zero emission technologies to support the City's ability to reduce emissions from its fleet.
Works closely and collaboratively with executive professionals within the City's Agencies, Boards, Corporations and Divisions, and senior officials from other orders of government and private and community-based sectors.
Manages media relations and represents the City in the media and other public forums relating to Fleet Services.
Oversees and coordinates the policy framework and administration of the Fleet Services programs and develops City-wide policies related to fleet asset management.
Ensures protection of the environment through improved asset management practices and the reduction of emissions from all City fleet operations through the Sustainable City Fleets Plan, impacting over 10,000 vehicles, across all City Divisions, Boards andAgencies.
Provides ongoing leadership, direction and oversight by using effective management techniques, implementing change management processes and developing personnel to be able to respond to a changing work environment, enhance the overall performance of the division and meet the expectations of Council, stakeholders and the public.
Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues (union and non-union), ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
Collaborates horizontally and creates opportunities for service improvement/efficiencies and shared success across City programs, Agencies, Boards, Corporations and Divisions. Provides leadership within the Corporation to anticipate and address potential obstacles and/or conflicts and facilitates opportunities to drive the Fleet Services mandate and Council priorities forward.
Ensures effective supply chain practices for automotive parts by implementing effective parts management strategies, processes and information systems, consolidation of City wide fleet parts contracts, standardizing automotive parts and reducing parts costs.
Ensures the reduction of the City-wide corporate cost of fleet through harmonized practices and standards, streamlined processes, implementation of data centric methodologies, inventory controls, rationalized facilities and operations, productivity measures, standard rate times and standardized specifications.
Ensures all aspects of the City's Fleet Safety and Compliance are maintained in good standing through the execution of training and the implementation of controls, measures, management of external contracts, delivery of effective Fleet Safety programs and the monitoring of over 11,000 vehicle and equipment operators.
Ensures effective lifecycle management of vehicles and equipment and optimum fleet utilization through the use of advanced fleet management methodologies including the use of telematics
Ensures comprehensive fleet management practices and leads implementation of comprehensive fleet management practices through introduction of programs, Quality Management Systems and business processes focused on achieving quality related policy and objectives to meet customer requirements, including organizational structure and resource definition required to implement quality management. Develops and rolls out proven model for City-wide fleet use.
Develops City-wide fuel and energy strategies, including effective fuel and energy management and dispensing practices.
Ensures the effective management of capital reserves and the operating impacts of capital, extending beyond the Division and including Divisions, Boards and Agencies.
Develops and directs fleet information management systems for use across multiple fleets, data collection, management processes and systems security to provide effective fleet asset management while ensuring corporate information technology practices aremaintained.
Directs the analysis and management of all programs including the in-house provision of services and the strategic analysis and management of outsourced or contracted services and vendors.
KEY QUALIFICATIONS:
Combination of post-secondary education and/or training in mechanical or industrial engineering or a related technical discipline combined with supplemental businesseducation.
Extensive experience as a change leader of large and highly complex operations; ideally within the manufacturing or fleet industry will be considered a definite asset.
Extensive senior management experience in leading high performing customer focused teams implementing high quality solutions in a timely manner.
Extensive experience and capabilities to act as a spokesperson demonstrating strong political acuity.
LEAN Black Belt/ LEAN Six Sigma Black Belt qualification a definite asset and/or training and qualification in other Continuous Improvement methodologies.

Prior experience in a unionized environment is anasset.
