Job Description
This position, the Fiscal Officer (FO) reports to the Chief Fiscal Officer (CFO) and maintains the highest degree of confidentiality. This position, in collaboration with the CFO, will perform all the Department Criminal Justice Information Services (DCJIS)'s fiscal duties including, responsible for maintaining all fiscal and budgetary information, annual agency spending, the manner funds and fees are processed, collected, and deposited, inventory, and assists in all aspects of the agency procurement and payment procedures. Other duties will include performing related activities such as preparing audit functions when needed and ensuring they are in compliance with established laws, rules and regulations. The FO will act as the agency's point of contact and expert for procurement process.
The position consists of broad activities and not limited to fiscal, program administration, departmental procurements, and agency operations support. The FO assists with coordinating technical oversights, communications and collections of the firearms licensing fees and CORI fees associated with above.
Detailed Statement of Duties and Responsibilities:
Review and process vendor invoices, accounts payables, and encumbrances in MMARS, following the Commonwealth of Massachusetts s Payment Policies.Create processes and procedures for fiscal and operations such as developing, monitoring and adherence to internal controls, policies, and procedures.Assist in procurement, COMMBUYS, and MMARS, data entry responsibilities, along with Supplier Diversity Office data.Perform administrative activities including expenditure reporting for grant awards/programs.Work with customers regarding billing, including creating and issuing firearm fee invoices.Work as a liaison between Department management and external stakeholders related to the Commonwealth of Massachusetts Criminal Records Systems such as CORI, SAFIS, and the Firearms Records Bureau (FRB) related to revenue fee collections.Process address changes and maintain vendor/customer (VCUST) profiles.Coordinate the activities of the unit to ensure effective operations, and compliance with established procedures.Coordinate and maintain accurate contract files for the Department in both electronic and paper format.Monitor, forecast and identify agency expenditures and budget matters using reports from the Comptroller and MMARS to reconcile accounts and ensure compliance under state law and internal controls. Data entry of accounting system transactions for CFO's approval and the preparation of necessary accounting reports.Assist with daily fee collections and deposits to the bank, routine weekly & monthly reconciliation of collected fees and other revenues using CashPro and the bank's sweep account statements. Process agency reimbursement and travel vouchers for the CFO's approval.Perform other duties and special projects, as needed.
Preferred Qualifications:
Knowledge of the principles and practices of the state fiscal system, including knowledge of the rules, regulations and laws for procurement, fiscal management, accounting, budgeting, retained revenue, reporting requirements, recordkeeping standards and process flow management; knowledge of general management principles and practices, including planning, organizing, controlling and decision-making. Proficient use of MMARS, CommBuys, CIW Information Warehouse and MS Office (i.e. MS Word, Excel, Access, Outlook). Ability to communicate and foster positive, collaborative working relationships with state personnel (i.e. OSC, OSD, EOPS, etc.) and external stakeholders (such as vendors, legislators, project managers and technical staff across several domains).
Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results) or (B) any equivalent combination of the required experience and substitutions below
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.
III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
V. A Doctorate degree in a related field may be substituted for the required experience.
