Job Description
BAE Systems is seeking an Expert Level Data Manager to serve as an enterprise level lead/SME on a key prime program with our military customer. This position supports enterprise Open-Source Intelligence (OSINT) curation and dissemination functions supporting Army, DoD and IC customers. The Data Manager will lead a team of SMEs to rapidly identify, collect, clean, transform, disseminate, and support discovery of high-quality unstructured and structured publicly available information (PAI), commercially available information (CAI), and OSINT products/content on multiple network domains, to raise situational awareness and support decision making. Duties include:
Maintenance of SOPs, support to policy changes, managing data curation schedule and synchronization with collection and production schedulesManaging worldwide data operations and data/content management lifecycle operations, knowledge support, maintain OSINT Portals and IT hosting requirements all across multiple network domains Maintain metadata taxonomy and catalogs and manage metadata tagging activities on all domains through lifecycle of data creation, enrichment, and quality assurance per ICD 501/502Maintain task logs, manage data auditing/compliance, the data transfer process, and record/report all cross-domain data transfersProvide expertise in designing, implementing, and maintaining data systems, ensuring high data quality and security, and providing data analysis and insights. to support enterprise knowledge management requirements and associated portal capabilities.
Required Education, Experience, & Skills
A SME level individual with 15 or more years of relevant experience in data management and leading data management teams. Demonstrable expertise, skills, and experience in:
Designing, implementing, and maintaining data systems, ensuring data quality and security, and providing data analysis and insights.Different data sources, formats, platforms, and applications.Data architecture/schema, data modeling/flows, data engineering, data warehousing, data administrations, data pipelines, data integration, data curation, data quality, data governance, data security, and data analytics.- Cross domain solutions, technology, and portalsProficiency in various programming languages, such as SQL, Python, R, and Java, as well as in various tools and frameworks, such as Hadoop, Spark, Kafka, AWS, ServiceNow, Azure, and Tableau.Excellent communication skills, with experience in working with multiple stakeholders and teams, and briefing senior leadership. Able to translate business and customer requirements into data solutions, and to present data findings and recommendations in a clear and compelling way.Expertise in business analysis, business intelligence, project management, problem-solving, critical thinking, and decision making.Expertise in data privacy, data protection, data ethics, and data compliance. Knowledgeable of laws and regulations that govern data collection, storage, use, and standards that ensure high data quality, accuracy, and integrity.
Preferred Education, Experience, & Skills
Master's in data engineering and management, or related majors.Strong understanding of the Intelligence analysis and production cycle, OSINT tradecraft, and expereince supporting the IC.
Pay Information
Full-Time Salary Range: $136620 - $232210
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
