The QRC Airborne ISR Systems Division of the Airborne Solutions Group of Leidos currently has an opening for a Distance Learning Web Development Specialist supporting the Army National Guard (ANG) Aviation Training Services and Operational Support (ATSOS) program in Annville, PA. Leidos is the prime contractor providing key flight training, simulation training, classroom instruction and schoolhouse support activities including the One Army School System (OASS) integration, and Aviation Life Support Equipment (ALSE) maintenance for platforms and simulation devices in use or anticipated to be in use by the Army National Guard. Primary Responsibilities:
Conduct required maintenance of the AATS Blackboard Learning Management system (LMS).Conduct Systems Administration (SA), Database Administration (DBA), Knowledge Management (KM), and Web Server Administration as AATS Information Assurance Support Officer (IASO) with IA functions and duties per: AR 25-2, paragraph 3-3 5.1.3.1.2. Design, build, and maintain web applications (Intranet & Internet) in ASP, ASP.NET, HTML, CSS, JavaScript, jQuery, SQL, and Transact SQL to develop business, records, and training databases utilizing SQL Server, IIS Web services, and ColdFusion Application Services.Conduct database design, development, modification and maintenance for Microsoft SQL 2012 / 2016, Virtual Machine Environment Databases, and IMI Training Applications.Administer Knowledge Management paradigms for information silos to include AKO, PKO, and GKO and as Site Collection Officer for AATS Public GKO site.Support TASS and Information Management offices in maintenance, modification, and security to current courseware and publications libraries on both the Guardnet (GN21) and classroom training environment (DL) networks for use by students and AATS cadre. Library updates as deemed necessary by course managers and TASS office through changes released by the item proponent.Coordinate all aspects of application development; components, functions, test scripts, queries, design across the training domain.Integrate web-based applications with "back office" core business applications.Train users and document applications, procedures, workflow and end-user instructions.Design, build, and maintain web applications (Intranet & Internet) for the Training Site DBA to develop a working NET database utilizing SQL ServerWrite HTML code to maintenance and upgrade the classroom server splash pages for all courses for both Guardnet and DL networks.Responsible for the daily maintenance of the AATS Blackboard domain on the Army ELLC Learning Management system (LMS) on the Army LMS:Provide on the spot troubleshooting assistance to Instructors and students on both the GuardNET and DL networks. Assists with proper procedures for clearing cookies and resetting SSL states. Coordinate with IMO when necessary to resolve classroom issues.Provide 16 hours of in-house initial Blackboard Basic Instructor training and certification for new AATS Instructor assignments.Design, build and update AATS Internal Training materials, to provide annual professional development training and testing for all AATS personnel.Support the AATS Safety Officer by developing and assisting with the management of the AATS Safety Makeup on Blackboard (BB). Assist with annual course copies and HTML coding of the template file, cadre enrollments as they occur throughout the year, and the archiving of completed makeup courses at the end of the training year.Review Course Proponent Programs of Instruction (POI's) to develop effective criteria's for the measurement of student performance using SCORM packaged materials that meet Individual Student Assessment Plan (ISAP) requirements.Maintain a current publications library on the AATS LMS for use by students and AATS cadre. Library updated monthly or as necessary by changes in publications as released by the item proponent.Develop Blackboard courseware to support Training Support Packages for AATS courses including instructional material, digital tests, and practical exercises. Provide quarterly review of Blackboard to ensure content matches course requirements as directed by proponent.Provide quarterly review of test and test review material within Blackboard.Provide quarterly training to AATS cadre in use of Army LMS.Provide training to students on how to utilize the Army LMS in the execution of their course requirements at the start of each AATS instructed course.Design, build, and maintain web applications (Intranet & Internet) for the Training Site DBA to develop a working NET database utilizing SQL Server.Conduct database design and development for Microsoft SQL 2012/2016Coordinate all aspects of application development; components, functions, test scripts, queries, design, maintenance, and user instructions.Troubleshoot, support, and maintain computer applications and databases.Integrate web-based applications with "back office" core business applications.Document applications, procedures, workflow and end-user instructions.Provide Interdependency Diagrams to document workflow and coding procedures.
Required Qualifications:
High School Diploma or equivalent and 8 years' experience; or a Bachelors Degree and 4 years' experience; or a Masters degree and 2 years' experience; experience in one of these areas: Networking, VMware, or Microsoft servers.Security+ must be obtained within the first 6 months of employment.A second additional professional certification must be obtained within the first 6 months of employment. i.e., Cisco, VMware, MicrosoftMaintain the necessary knowledge and experience with SCORM-compliant eLearning authoring tools that produce reliable LMS materials.Ability to obtain and maintain a Secret level security clearance; an interim Secret level security clearance is acceptable to begin work.
Preferred Qualifications
Certifications: DoD 8140 (Previously 8570) Security Certifications, Windows, Cisco.Proficient in Microsoft Office Suite Products.
Pay Range:
Pay Range $66,300.00 - $119,850.00
