DFC Regulatory Compliance Manager
The DFC Regulatory Compliance Manager will be responsible for developing, executing, and monitoring company standards and processes and ensuring regulatory compliance requirements are adhered to by all departments of the organization. One of the primary objectives is to maintain a systematic approach in evaluating and improving risk management, governance processes and controls.
The DFC Regulatory Compliance Manager reports to the Senior Manager of Regulatory and QAQC.
Responsibilities
Standard-Operating-Procedures (SOP’s) – Creating or assisting in the creation of all DFC SOP’s. Manage SOP system and the review and approval process. Assist the Regulatory Compliance and Credit Quality Control staff in the creation and administration of organizational SOP’s.
Regulatory Change Management - Drive the organization to meet all state, local, federal, international, and financial regulations. Keep abreast of the regulatory environment by conducting compliance research and analysis of new/pending laws, regulations, interpretive rulings, and regulatory agency directives. Procure attorney advisement and compile all necessary components for entire scope of risk for operations practice & expansion and present all available business decisions. Assess compliance risk, correct compliance deficiencies identified by internal and external examinations, identify root cause of compliance exceptions, and develop corrective actions.
Business Change Management – Create and administer a process to document and approve changes to core DFC business processes that involves getting appropriate reviews from other departments as necessary. Identify new or changing rules or regulatory requirements, and support DFC department leaders in ensuring compliance with those requirements upon effective date of changes. Test and validate new requirements within the control environment.
Training – Compile and assign all regulatory training to all DFC staff. Track and report training progress. Assist in the coordination and reporting of other DFC training.
DFC Control Matrix – Assist in the creation, administration, and documentation of the DFC Control Matrix for both QC and regulatory controls; identify preventative, detective, and corrective control needs. Some items involved in the control matrix outline include: points of risk identification within all policies, procedures, processes, and documents; as well as authorization, completeness, accuracy, validity, error handling, segregation of duties, safeguarding and securing information standard control.
DFC Complaints – Process, document, investigate, and resolve all DFC Complaints and escalate Complaints according to internal processes and risk levels.
DFC Third-Party Risk Management – Evaluate, document, and remediate key DFC third-party vendors to ensure compliance with business standards. Ensure frequent, timely control evaluation on third-party vendors. Facilitate remediation plans for non-compliance with vendors.
Manages employees for Quality Assurance and Quality Control departments
Regulatory & QC Reviews – Create, implement, and document review results for DFC SOP’s.
Regulatory Affairs & Licensing - Act as a liaison between organization and state, local, federal, and international agencies to submit required forms and paperwork to ensure maintenance with currently held or future licenses. Work with external legal counsel to determine licensing needs and requirements for compliance and implement accordingly.
Remediation – Investigate, document, and resolve all DFC control findings or findings outside of the control environment that require formal remediation.
Other duties as assigned.
Skills and Qualifications
5+ years progressively complex compliance experience
Experience in auto finance, auto finance compliance, consumer protection and business risk, employee management, operational standards monitoring and efficiency strategy.
Working knowledge of retail lending products and originations processes preferred
Supervisory or management experience required
Strong attention to detail
Sense of urgency
Excellent communication
PC skills including knowledge and use of MS Office (Excel, Word, Windows, etc.)
