The Division of Capital Asset Management and Maintenance (DCAMM), which oversees over $2 billion in capital programs and projects, is responsible for capital planning, project delivery, property management, and real estate services for the Commonwealth. We are stewards of the Commonwealth's assets, which include 61 million square feet of state buildings. As an agency, we care for the people of our state and the future of our planet.

General Statement of Duties and Responsibilities
The Deputy Commissioner for the Office of Facilities Management and Decarbonization (OFMD) oversees operations for multiple DCAMM managed state facilities, including, but not limited to, all areas of preventive, deferred, and corrective maintenance as well as the development and implementation of programs and projects to facilitate the decarbonization of state capital facilities.
The Deputy Commissioner also works with other state Secretariats/Agencies to reform facility management practices, enhance maintenance standards, use space more strategically and efficiently, modernize the workforce, improve the environment for employees, achieve cost-effectiveness, and realize greater customer satisfaction for client agencies and the general public. Critical goals of the Office of Facilities Management and Decarbonization are to extend the useful life of Commonwealth assets and transition them away from using fossil fuels.
The incumbent ensures operational execution of the principals of responsible stewardship of Commonwealth buildings and equipment. The Deputy Commissioner needs to bring a combination of portfolio management, technical experience and expertise with strong leadership competencies and commitment to high quality customer service, sustainable development and maintenance, energy conservation, and continuous improvement.
Responsibilities include:
Formulate DCAMM strategy and plans for the next three-to-five years that outline how to institutionalize asset management and decarbonization strategies.Spearhead implementing and institutionalizing the governance process.Establish and enhance central and local accountability.Manage Facility Management and decarbonization budgets for facilities under DCAMM care and control and provide oversight for funding allocated to agencies and institutions.Apply Facility Management knowledge and experience to address complex issues.Effectively and strategically develop and implement decarbonization solutions that distill a massive and complicated problem into tangible and achievable action steps.Define issues clearly despite changing environment and sometimes ambiguous information.Prioritize and take critical information into consideration when making decisions.Make decisions in a timely manner to ensure key milestones of the strategic plan are met.
Preferred Qualifications
Applicants must possess a Bachelor's degree in engineering, architecture, construction management, business administration, public administration, or a related field. A Master's degree is preferred.Proven ability and extensive experience in the management of facilities operations, maintenance, energy conservation, and decarbonization. Thorough knowledge of management principles and practices. Ability to plan, organize, direct and oversee work of considerable complexity and diversity.Ability to plan, organize and control the use of labor, equipment, and budgetary resources. Ability to develop/modify policies and procedures to increase production.Proven senior manager whose accomplishments are evidence of his/her ability to effectively manage large dollar projects inclusive of operations and maintenance.Proven leadership, with the ability to motivate, manage and develop diverse staff and teams that will mentor the performance, and leadership skills of others within the organization. Skilled in strategic operational assessment, business planning, financial/budgetary management in improving organizational effectiveness and program management systems and in the management of highly matrixed project/programs.In-depth experience in the management of large organization oriented toward overseeing or providing major facility maintenance services.Well versed in contractual terms and conditions, contract negotiations and project/program execution of major maintenance services.A superior communicator.An individual of unquestioned ethics and integrity.Ten (10) years of relevant management experience in overseeing large, multi-faceted facilities operations, maintenance, and decarbonization in the public or private sector.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least four (4) years must have been in a managerial capacity.
