  Job Description

  The Parole Board is an agency within the Executive Office of Public Safety and Security (EOPSS) with the decisional authority in the Commonwealth of Massachusetts for matters of parole granting and parole supervision.

  The Parole Board's mission is to promote public safety through supervised, conditional release of inmates to the community, so that a successful transition from confinement to discharge from parole provides a basis for continued responsible conduct. We serve the public, victims, inmates, parolees, and petitioners throughout the Commonwealth by conducting face-to-face parole release hearings, providing notice and assistance to victims, supervising parolees in the community, and providing reentry services to those leaving custody with no mandated post-release supervision.

  The Field Services Division (FSD) is responsible for supervising and monitoring all inmates who have been released on parole by the Parole Board and/or via the Interstate Compact Office. The Deputy Chief Parole Supervisor - Field Services (FS) is assigned to Central Office and assists the Chief Parole Supervisor - Field Services (FS) in managing the daily operations of the FSD, a major component of the Parole Board's staff comprising approximately 100 employees, which includes several vendors, and is required to travel to eight statewide Regional Parole/Reentry Centers that supervise all parolees and provide services to discharged offenders.

  The Deputy Chief Parole Supervisor:

  - Assists the Chief Parole Supervisor in overseeing, managing, directing, and planning all of the FSD operational activities of the Massachusetts Parole Board under EOPSS.

  - Assists the Chief Parole Supervisor in planning and overseeing re-entry strategies that incorporate community safety needs, evidence-based practices, and specific knowledge of regional and local program resources. In the event of state of emergency, the Deputy Chief Parole Supervisor is considered Essential Personnel providing direct supervision to Field Parole Supervisors, Assistant Parole Supervisors and Field Parole Officers.

  - Participates in parole officer basic and annual in-service trainings including firearms; pepper spray; restraints; handgun retention; self-defense; arrest and transportation of prisoners. Carries agency issued equipment including firearm, pepper spray, radio, handcuffs, body armor and cell phone.

  - Incumbent is assigned agency vehicle with domicile privileges to respond at any hour to critical public safety incidents for the purpose of making law enforcement decisions on behalf of the agency. Routinely makes decisions regarding murderers, sex offenders, and other violent offenders.

  - Provides direct supervision to Field Parole Supervisors and Assistant Parole Supervisors, and indirect supervision to Field Parole Officers. Responsible for the Parole Warrant and Apprehension Unit that investigates, locates, and returns parole violators to custody. Coordinates use of GPS and Electronic Monitoring for parolees with Massachusetts Probation Service.

  - In overseeing and directing the parole supervision of approximately 1,400 parolees each year, the Deputy Chief Parole Supervisor has a critical law enforcement role in managing the Commonwealth's efforts to re-enter inmates into their communities.

  - Authorizes warrants for the detention of violent offenders including murderers and sex offenders.

  - Maintains working relationships with various social service agencies and victim's rights groups.

  - Responsible for assisting the Chief Parole Supervisor in developing and implementing FSD policy and procedures; assisting in managing and directing the training and evaluation of staff; and assists the Chief Parole Supervisor in providing oversight of all law enforcement and agency vehicles. -- The Deputy Chief Parole Supervisor is responsible to authorize and approve overtime payroll expenditures; may in the absence of the Chief Parole Supervisor confer with the Executive Director and the Director of Human Resources regarding union, employment and personnel decisions.

  - Maintains direct contact with various law enforcement and criminal justice agencies including State Police and local police; federal agencies including the FBI, U.S. Marshal's Service, ATF and ICE; the Massachusetts Probation Services; State Department of Correction; Sheriff's Departments; Statewide State Police Radio System; Municipal Police Training Committee; Criminal Justice Information System (CJIS) and Sex Offender Registry Board.

  - Responsible for the Intensive Parole for Sex Offenders (IPSO) Parole Program which includes Parole Polygraph Examiners.

  - Responsible for managing the Substance Abuse Coordinators and Victim Service Coordinators in each regional office.

  - Responsible to assist in the coordination of the security and transportation of inmates attending hearings at Central Office with the Department of Correction.

  - In the absence of the Parole Supervisor provides direction and may supervise the day to day operations of a regional office by: conducting case conferences with parole officers and parolees; conducting drug tests on parolees; authorizing detainers; assisting in the arrest and the transportation of parole violators to correctional institutions; responding to relatives of parolees; responding to the needs of victims; accompanying Field Parole Officers in their assigned districts to observe, evaluate the officers during visits to parolee's homes, work and assist in on-site drug testing, arrests and transportation of parole violators.

  The successful candidate will have:

  - Preferable experience within the fields of correction, parole, probation, or community corrections.

  - Preferable that incumbent will have law enforcement experience and must have the proven ability to use sound judgement in order to make critical law enforcement decisions on behalf of the agency and the public.

  - Should have a minimum of three years supervisory and/or management experience.

  - The incumbent must possess superior skills related to management, problem solving, strategic planning, policy implementation, evidence-based practices, re-entry planning, and leadership. The incumbent must have knowledge and understanding of the agency's strategic plan, policies, procedures, and statutory mandates.

  - Will have the ability to possess a Special State Police Commission with Special State Police Officer arrest powers granted under MGL Chapter 127 Sec 127.

  Qualifications

  MINIMUM ENTRANCE REQUIREMENTS:

  Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

  Substitutions:

  I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

  II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

  III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

  IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
