The Opportunity
As a Lead Solutions Architect, you will be responsible for delivery of data analytics and data science work for CMS and other federal agencies. You will lead analytics delivery teams with a focus on delivering data systems and data products that inform program evaluation and implementation activities. In this role, you will blend knowledge of CMS’s data systems, CMS’s data content, and CMS’s programs to design, develop, and deliver high-performing analytics systems and teams with a high level of quality, resiliency, and timeliness.
Core Responsibilities
Leads and manages the design, development, and delivery of data systems and data products for CMS contracts, managing across the dimensions of people, process, technology, and partners.
Leads teams of developers, requirements analysts, and data scientists, as well as manages the delivery of relevant Abt offerings like AI and low code-no code.
Serves as an expert and mentor in Medicare data and analytics, including relevant program, policy, data, and platforms. Maintains deep knowledge of CMS programs, data systems, and contractor ecosystem.
Executes using modern frameworks for delivery of analytics and data work, like Agile, DevSecOps, and MLOps.
Works collaboratively across the Abt organization to act as a change leader. For example, supports the creation of reusable digital assets for data analytics work at CMS.
Develops and maintains sticky relationships with key CMS and state Medicaid staff. Supports conversations and demonstrations introducing cloud-based data, data analytics, and data science, including AI, solutions to the CMS and state Medicaid customer.
Develops and maintains working relationships with key partner organizations, including digital services firms, cloud service providers, and systems integrators for expansion of pipeline and generation of differentiated win themes.
Travel (up to 15%) to provide training, consulting, and implementation for Abt projects.
What We Value
Level 4: Bachelor’s Degree + 9 years of relevant experience, or Master’s Degree + 7 years of relevant experience, or PhD + 4 years of relevant experience.
Level 5: Bachelor’s Degree +12 years of relevant experience, or Master’s Degree + 10 years of relevant experience, or PhD + 8 years of relevant experience.
Demonstrated delivery experience at CMS at a consistently high level of quality.
Experience working with and knowledge of Medicare program, policy, and data, as well as relevant data systems.
Working knowledge of interoperability and FHIR, cloud architecture, common tech stacks, the Project Management Book of Knowledge (PMBOK), and the Data Management Book of Knowledge (DMBOK). AWS cloud and Project Management Professional (PMP) certifications preferred.
Excellent networking and facilitation skills and ability communicate complex concepts to a variety of audiences and expertise levels.
Ability to listen, understand, and be responsive to client needs and priorities.
Strong analytical and problem-solving skills. Able to think creatively and approach challenges in new or different ways. Able to translate business requirements into technical requirements.
Strong communication skills, particularly in translating perceived needs into technical requirements.

This position offers an anticipated annual base salary range of approximately $91,000 to $175,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
