Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Alaska District is seeking a Civil Engineer (Geotechnical) responsible for planning, design, and construction, of structures, foundations, and pavements for military & civil works projects. An ideal candidate will have > 2 years experience in arctic & subarctic engineering. Responsibilities Duties listed below will be performed in a developmental capacity at the entry grade levels of GS-07, GS-09 or GS-11 grade level. At the full performance, GS-12, the incumbent will: Plans and directs site investigations, field and laboratory testing programs, and analyses of soils and foundation data for the design and construction of military and civil works projects. Evaluates soil and rock borrow sources for a variety of earthwork applications, to include the construction and armoring of harbor breakwaters and channel revetments. Prepares technical scopes of work and Independent Government Estimates (IGE) and provides technical assistance in task order negotiations regarding geotechnical site investigations and designs to be performed by A-E contract. Monitors and evaluates the performance of earth and rock-fill structures and foundations during and after construction. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
