The list to be established as a result of this exam will be used to fill this existing vacancy and any future vacancies that may occur during the life of this list.NOTE:If a part-time position becomes full-time, an incumbent may be appointed to the full-time position without further canvassing.RESIDENCE REQUIREMENT: Candidates must have been legal residents of Cortland County or one of the seven contiguous counties of Broome, Cayuga, Chenango, Madison, Onondaga, Tioga, or Tompkins for at least one month immediately preceding the date of examination. Preference in certification may be given to successful candidates who are residents of the municipality for one month prior to the date of certification.DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for implementing and providing the service components of the Area Agency on Aging. The incumbent serves as an advocate for senior citizens and their families discussing options for services and programs available in the community and through other agencies. Other duties include keeping accurate client records, assisting clients with forms and applications for assistance or benefits, participating in community initiatives and providing information and referral services. The work is performed under the supervision of an Aging Services Coordinator, the Assistant Director, Area Agency on Aging or the Director, Area Agency on Aging. Does related work as required.MINIMUM QUALIFICATIONS: Either:(a)Possession of a Bachelor’s degree or higher; OR(b)Possession of an Associate’s degree or higher and two (2) years of experience in a human services field; OR(c)Possession of high school diploma or GED and four (4) years of experience in a human services field.SPECIAL REQUIREMENTS:Possession of a valid New York State driver’s license is required. Failure to maintain a NYS driver’s license including driving privileges throughout employment will result in disciplinary action or dismissal.NOTE:Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency. Applicants must pay the required evaluation fee.SCOPE OF THE EXAMINATION: Written test designed to test for knowledge, skills, and/or abilities in areas such as:Characteristics, issues, and problems relating to older adultsThese questions test for knowledge of the characteristics of older adults, the issues of concern to them, and the causes and implications of significant problems facing them. The questions may cover such areas as housing, economic security, employment, long-term care, health care, recreation, social support, nutrition, and mental and physical functioning. Working with people in human services situationsThese questions test for a knowledge of general techniques used to deal with common client behaviors such as fear, hostility, shyness, resistance, defensiveness, withdrawal, anxiety and confusion. Educating and interacting with the publicThese questions test for knowledge of techniques used to interact effectively with individuals and/or community groups, to educate or inform them about topics of concern, to publicize or clarify agency programs or policies, to negotiate conflicts or resolve complaints, and to represent one's agency or program in a manner in keeping with good public relations practices. Questions may also cover interacting with others in cooperative efforts of public outreach or service. Preparing written materialThese questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. Administrative techniques and practicesThese questions test for a knowledge of management techniques and practices used in directing or assisting in directing a program component or an organizational segment. Questions cover such areas as interpreting policies, making decisions based on the context of the position in the organization, coordinating programs or projects, communicating with employees or the public, planning employee training, and researching and evaluating areas of concern. SupervisionThese questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline. Test guide: The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test. This publication is available on line at:https://www.cs.ny.gov/testing/testguides.cfm.NOTE:Unless otherwise notified, candidates are Allowed to use quiet, hand-held, solar or battery-powered calculators. Devices with typewriter keyboards, ‘spell checkers’, ‘personal digital assistants,’ ‘address books,’ ‘language translators,’ ‘dictionaries,’ or any other similar devices are prohibited. You may not bring books or other reference materials.POLICIES FOR ALTERNATE TEST DATES: May be obtained from the Cortland County Personnel Office.RELIGIOUS ACCOMODATIONS/DISABLED PERSONS: If special arrangements are required for testing, please indicate this on your application.VETERANS OR DISABLED VETERANS who are eligible for additional credit must submit an application for veteran’s credit with their application for examination or at any time between the dates of their application for examination and the date of establishment of the resulting eligible list. Applications for veteran’s credit may be obtained online at: Veterans-Credit-Application-Form. Veteran’s credits can only be added to a passing score on the examination.Effective January 1, 1998, the State Constitution was amended to permit a candidate currently in the armed forces to apply for and be conditionally granted veteran’s credit in examinations. Any candidate who applies for such credit must provide proof of military status to receive the conditional credit. No credit may be granted after the establishment of the list. It is the responsibility of the candidate to provide appropriate documentary proof indicating that the candidate received an honorable discharge, or was released under honorable conditions, or was released under other than honorable conditions in accordance with the New York State Restoration Act in order to be certified at a score including veteran’s credits.CROSS FILER STATEMENT: If you wish to cross file, you need to fill out the cross filing form located at https://www.cortland-co.org/DocumentCenter/View/974/Cross-Filing-Form-PDF. You must make your request for these arrangements no later than two weeks before the date of the examinations. You must notify all local government Civil Service agencies with whom you have filed an application of the test site at which you wish to take your examination(s). The duration of an Eligible List may be fixed for a minimum of one (1) year, and a maximum period of (4) years.5.It is the responsibility of the candidate to notify the Office of Personnel/Civil Service of any change in address. No attempt will be made to locate candidates who have moved. 6.Under specific circumstances, an alternate test date may be arranged.
