Position Summary
Incumbents of positions in this series examine accounting data; prepare financial statements and reports; maintain accounting records; and perform related work as required. The basic purpose of this work is to examine, analyze, and interpret accounting records for the purpose of giving advice or preparing statements.
In conjunction with, and in the absence of the Accountant V, the Accountant III will be responsible to process payments, encumbrances, and to assign work and supervise other fiscal personnel.
Duties and Responsibilities
Confer with agency personnel and outside agencies by telephone, writing or in person to resolve accounting discrepancies and/or obtain statistical data/documentation for various reports and projects.Conduct complete fiscal reviews of financial documents, records, transactions, and statements using accounting principles, practices, and procedures of MassDOT and the state accounting database, MMARS.Review agency accounting procedures to ensure conformance with established reporting requirements and make recommendations for changes or improvements.Prepare, process and review various encumbrance and payment documents in Project Info and MMARS to ensure compliance with MassDOT reporting standards and policies/procedures of the State Office of the Comptroller.Establish and maintain vendor/customer relationships in MMARS; review and report on budgeting and accounts management within the MMARS system. Build and run basic queries using the CIW database.Attend staff meetings and training sessions.Respond to inquiries regarding assigned agency functions.Review and/or approve invoices for payment, interpret state and federal laws, regulations, guidelines and procedures for financial operations and accounting systems.Confer with suppliers of goods and/or providers of services and their employees to explain state/agency rules, policies and accounting procedures governing payment and related financial transactions.Ensure vendors' purchase orders are on the appropriate Master Service Agreement. In the absence of the Accountant V, process batches and assign duties to other Fiscal personnel. Perform other related duties as required.

Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.
II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.
III. A Graduate degree with a major in accounting, business administration or business management may be substituted for the required experience.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
