Summary The primary responsibility of the Federal Motor Carrier Safety Administration is to reduce motor carrier crashes, fatalities, and injuries on our Nation's highways. The Commercial Enforcement Division's responsibility to provide consumer protection oversight for the interstate household goods. moving industry. Responsibilities As a Transportation Specialist, you will: Resolve incoming HHG situations and consumer complaints. Research HHG regulations, database information/data on carriers, brokers in the resolution of complaints. Assist in drafting replies to congressional and non-congressional correspondence in accordance with Agency guidelines and deadlines. Research household goods issues and prepare written responses to letters to meet agency deadlines. Draft referrals for investigation request to appropriate FMCSA offices for violations of HHG regulations and statutes, enforcement, and other related issues. Monitor and retrieve data from the national consumer complaint database for reporting purpose and to gather information on carriers to be considered for on-site investigations. Conducts trend analysis of HHG complaints and assists in identifying HHG carriers and brokers within FMCSA's jurisdiction that engaged in egregious conduct, operations, and practices. The ideal candidate possess extensive knowledge of commercial regulations governing the Household Goods enforcement and compliance programs. Direct Hire Authority will be used to fill this position CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed). Qualifications To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include: Experience analyzing information and identify patterns through use of data systems and other pertinent resources. Experience in oral and written communication required in coordinating and transmitting information on regulatory requirements. To qualify for the GS-09 on Education alone, you must have: 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience with the Federal rulemaking process. Experience analyzing, negotiating, and resolve problems and identify patterns through data and systems Experience in oral and written communication required in coordinating and transmitting information to stakeholders. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Customer Service () - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Influencing/Negotiating () - Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions. Oral Communication (‡) - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
