  Job Description

  The Department of Elementary and Secondary Education (DESE) Office of Student Assessment Services (SAS) seeks a NAEP State Coordinator who will be responsible for managing and overseeing the implementation of the National Assessment of Educational Progress (NAEP), also known as the Nation's Report Card.

  The NAEP State Coordinator works with the National Center for Education Statistics (NCES) and NAEP vendor partners to ensure that districts and schools are prepared to conduct and administer NAEP and other national/international assessments in accordance with state and federal requirements. The coordinator represents DESE at state and national conferences and meetings and prepares and presents NAEP data and results to SAS and DESE leadership.

  Job Responsibilities

  • Coordinate the administration of NAEP assessments and surveys within the state in accordance with NAEP requirements, schedules, and timelines

  • Customize and send notifications to schools throughout the assessment cycle, and assist schools and districts with programmatic or procedural changes

  • Support schools and districts to ensure the successful administration of NAEP assessments (e.g., monitor registrations; prepare and disseminate guidance documents; communicate policies and procedures; conduct observation visits; and provide technical assistance before, during, and after the testing window)

  • Serve as a liaison between Massachusetts, NAEP field staff, and the Trial Urban District Assessment (TUDA) coordinator

  • Analyze and interpret NAEP data and present national and state level results to various audiences, such as state education officials, district administrators, educators, and the general public

  • Attend in-person meetings (e.g., pre-release workshops, analysis/reporting workshops, conference proceedings - often held in the Washing DC area) and virtual trainings or sessions convened by NCES

  • Monitor and communicate information about NAEP results, policy changes, technological assessment innovations, and overall NAEP assessment literacy to SAS and DESE leadership

  • Develop, maintain, and implement an annual work plan and progress reporting plan

  Preferred Qualifications:

  • Master's degree in education, public policy, or a related field

  • Knowledge of and experience with large-scale national and international assessments such as NAEP, PISA, and TIMSS;

  • Basic knowledge of statistics with respect to interpreting large-scale assessment results;

  • Experience in survey design, statistics, measurement, or evaluation;

  • Experience in large-scale test development and knowledge of protocols for ensuring the technical quality of assessments;

  • Familiarity with computer-based testing and administration in schools and districts;

  • Experience managing program transitions;

  • Excellent written and oral communication skills, and ability to communicate information to a variety of audiences;

  • Demonstrated ability to synthesize and present complex information in both in-person and virtual settings

  • Facility with MS Office products (Word, Excel, Outlook, PowerPoint); Adobe Pro; and video conferencing (Zoom, Teams)

  • Ability to work independently and as part of a team;

  • Strong organizational skills and attention to detail;

  • Ability to communicate effectively with a broad range of internal and external stakeholders.

  Minimum Entrance Requirements:

  Applicants must have a Master's degree and at least five years of full-time, or equivalent part-time, educational experience in a specific or related content area, educational program/or service; Based on assignment, candidates must possess at least one year of supervisory, program coordination or managerial experience;

  a Doctorate degree in a specific or related educational content area may be substituted for two years of the required experience; one year of education equals 30 semester hours; education towards a degree in a specific or related educational content area will be prorated on the basis of the proportion of the requirements actually completed.

  Special Requirements: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License or the equivalent from another state may be required.
