  Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Responsibilities This position may be assigned to the Behavioral Health Interdisciplinary Program or the Domiciliary Section. As a member of the Behavioral Health Interdisciplinary Program. Incumbent provides a full range of psychological assessment services and diagnoses mental disorders. The LPMHC exercises full professional responsibility to provide effective services to veterans with mental health disorders and/or substance use disorders. These services include, but are not limited to, individual, group and family psychotherapy, patient health education, referral, aftercare planning and follow-up. In addition, the LPMHC serves as consultant to other staff in the Behavioral Health Interdisciplinary Program, linking them to services at the medical center or in the community that are designed to support and/or treat Veterans with mental health and substance use disorders. Full-time and part-time openings are available with hybrid (telework/on-site) work schedules for the BHIP Program job openings. Evening hours, one evening per week, is a requirement for all BHIP Program positions. As a member of the Domiciliary section the incumbent will utilize a comprehensive range of clinical expertise and therapeutic modalities in the provision of bio-psychosocial rehabilitative and health maintenance services in bringing each patient to an optimal level of functional independence and health. Domiciliary care is intended to serve as a clinically appropriate, cost effective alternative to the unwarranted utilization of hospital and nursing home care services. Duties and responsibilities include but are not limited to the following: Clinical Responsibilities: 1. Independently provides a full range of psychological assessment services and diagnoses for mental disorders. 2. Provides education to patients, family members, and significant others as appropriate. 3. Provides evidence-based psychotherapeutic interventions, including individual, family, couples therapy, group psychotherapy, and psychoeducation. 4. Provides consultation to professional staff and to community providers concerning clinical assessment findings and appropriate treatment for patients with mental health and/or substance use disorders. 5. Develops, implements, and documents the psychotherapeutic treatment plan for patients receiving services with the BHIP Program. 6. Assumes complete professional responsibility for their clinical assessment findings, patient care decisions, and documentation. 7. Ensures a continuing integrated, multidisciplinary team approach to patient care, in cooperation with other CVAMC services. Administrative responsibilities: 1. Adheres to operational policies and procedures for the treatment team. 2. Facilitates liaisons with other health care programs in order to effectively coordinate services. 3. Complies with national and local performance measures, including timely health care screening and completion of clinical reminders for all patients. Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Rehabilitation Counseling; OR a related field from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation Counseling. Licensure: Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record. Exception: VHA may waive the licensure requirement for persons who are other wise qualified, pending completion of state prerequisites for licensure. For grade levels above the full performance level, candidates must be licensed. Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. GS-9-LPMHC (entry level) Education, Experience and Licensure; The GS-9 is the entry level grade for LPMHC with less that one year of experience (post masters) OR for LPMHC's at the master's or doctoral Level) who are not yet licensed at the independent practice level. Unlicensed LPMHC's at the GS-9 grade level have completed the required education listed above and are working toward completion of prerequisites for Licensure. In addition, the candidates must demonstrate the KSA's below. Demonstrate Knowledge, Skills, and Abilities (KSAs). the candidates must demonstrate the following KSA's Ability to make professional evaluations, decisions, and recommendation for treatment planning and implementation. Advanced knowledge and mastery of the fundamentals of the counseling process which includes defining patient/family problems and maintaining an effective counseling relationship. Ability to provide subject matter consultation to colleagues and students on the counseling process within various specialty areas, build on the foundation of competence through regular meetings and discussions to explain assignments, review progress of cases and confer about the counseling perspectives and orientation. Ability to provide complex crisis intervention and stabilization to patients who are in psychological distress. Ability to establish goals/treatment through a collaborative process with the patient utilizing advanced counseling skills, including evidenced-based practices and screening/assessment. Ability to use a wide variety of individual, group, or familial counseling interventions; demonstrates sensitivity to diversity and possesses multicultural counseling skills. Ability to fully utilize the current DSM in making diagnoses and formulation of treatment goals and application of appropriate clinical intervention using professional counseling practices. Ability to develop and deliver psycho-education groups that include life skills, family support, and community integration. GS-11-LPMHC (Full Performance Level) Education: Hold a master's degree in mental health counseling, or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to, Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling; and Marriage and Family Therapy. Experience: In addition to the basic requirements, candidates must have at least 1 year of postmaster's degree mental health counseling experience. Licensure: Persons hired or reassigned to LPMHC positions in the GS-101 series at the full performance level must hold a full, current, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment. Demonstrate Knowledge, Skills, and Abilities (KSAs). In addition to meeting the KSA's for GS9 level, the candidates must demonstrate the following KSAs: Ability to make professional evaluations, decisions, and recommendation for treatment planning and implementation. Advanced knowledge and mastery of the fundamentals of the counseling process which includes defining patient/family problems and maintaining an effective counseling relationship. References: VA HANDBOOK 5005/106, PART II, APPENDIX G43 The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS9 to GS-11. Physical Requirements: The work requires sitting, bending, stooping and walking consistent with the delivery of services in the office, hospital and community. The position may entail lifting of no more than 25 pounds on an occasional basis. Whenever possible, carts and dollies will be utilized as an alternative to lifting. In carrying out responsibilities, operation of a motor vehicle with a valid driver's license is required. The incumbent must meet the requirements to use a government vehicle in accordance with VHA directive 2008-020. It may be necessary for the incumbent to travel throughout the Altoona VAMC catchment area where he/she conducts interviews with the Veterans, family members, representatives of community health, welfare and law enforcement agencies.
