Work you'll do
The Functional Lead would oversee the development of functional solutions, collaborating with the development team to ensure alignment with business requirements. Provide guidance on best practices for solution design and contribute to decision-making processes. Collaborate with the testing team to develop and execute comprehensive test plans. Ensure that functional solutions undergo rigorous testing to meet quality standards.
Primary Responsibilities:
Provide leadership in defining and executing functional strategies onshore, ensuring alignment with overall project goals.
Guide and mentor, the functional team, fostering a collaborative and innovative work environment.
Collaborate with cross-functional teams to gather requirements and facilitate communication between onshore and offshore teams.
Translate business requirements into functional specifications, ensuring clarity and feasibility.
Provide guidance on best practices for solution design and contribute to decision-making processes. Assist in the deployment planning process, providing onshore support to ensure smooth transitions and user adoption.
Collaborate with stakeholders to address any post-deployment issues and optimize functional performance.

The GPS Human Services Transformation offering designs and implements large, complex systems development and transformation projects to Human Service agencies across federal, state, and local government agencies as well as higher education institutions. With end-users, customers, and workers at the center, we collaborate with our clients to deliver quality human services and work to support individuals in need. Some areas that we focus on include Children Services, Eligibility & Enrollment, Child Support Enforcement, and Labor & Workforce Development.
This role is located in Sacramento, CA.
Qualifications
Required:
5+ years supervisory or leadership experience of large teams
5+ years experience in functional leadership roles, with a focus on onshore project management
3+ years of experience working on Integrated Eligibility Requirements and Designs
2+ years of experience leading and driving Joint Application Design (JAD) sessions and working with Eligibility Rules and Issuances
Bachelor's degree
Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
Preferred:
Strong analytical and problem-solving skills
Excellent communication and interpersonal abilities
Public Cloud certification - Associate/Professional (AWS, GCP, or Azure)
The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $110,000 to $184,000.
You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
